Can lightning to USB camera adapter be used to charge?

I'm using a lightning to USB camera adapter to connect my iPad to a piano. This has recently stopped working and I'm trying to figure out whether this is a problem with the app I use for playing piano or whether it's the cable that isn't working. I don't have other devices to connect, but I was wondering whether the iPad would charge when I connect an USB-C to USB-A cable to the adapter? Or should it connect if I connect it to a Windows computer?

The Apple Lightning to USB3 Camera Adapter has both a USB3 Type-A data connection - and a Lightning connector that can be connected to a USB Power Adapter rated at 12W or greater:
