Enable system extensions on an M2 Mac mini with NO TOUCH ID

I've been trying to install Paragon NTSF 15 for Mac on a new Mac mini M2 running Sonoma. Their installation instructions direct me to enable system extensions in System Preferences / Privacy & Security. When I try to do that the OS instructs me to shut down, and restart in recovery Mode via 'hold the Touch ID or Power button to launch Startup Security'.


It doesn't work. Not for me on a Mac mini without Touch ID. When I shut down, and then try to start the Mac mini by holding in the Power button, nothing happens. How long should I hold it for?


Obviously there must be a way to do this. But I can't find instructions online that directly address how to do this WITHOUT A TOUCH ID.


Help gratefully accepted.
