USB-C is just a connector. It's designed to be able to carry all sorts of things, but that does not mean that every USB-C device and every USB-C cable supports all of them.
At one end, you've got Thunderbolt 4 cables, which use USB-C connectors and transfer data at rates of up to 40 Gbps (40,000 Mbps) (not counting overhead). And charging cables that support USB-C Power Delivery of up to 100 watts or more.
At the other end you have charging cables that just support USB-A style power, and that only carry data at USB 2 rates ("up to 480 Mbps") if they carry data at all.
