What do you mean by 16.3? The latest version of macOS is macOS Sonoma (14.*). macOS 13.1 is one of the point releases of the previous major version, macOS Ventura (13.*). There is no such thing as macOS 16.3.

Any MacBook Air that can update to macOS Ventura 13.1 can update to the latest version of Ventura. Even if you have a MacBook Air that can run Ventura, but cannot run Sonoma, Ventura is one of "the most recent three" that tend to get Apple security updates, and that developers like Microsoft and Adobe require.

Are you perhaps confusing macOS High Sierra (10.13) with macOS Ventura (13)?

If you go into the About This Mac dialog in the Apple () menu, what does it say about your Mac's model name, hardware year, and version of macOS? (Just that information – no serial numbers, please.)

Upgrading a Mac to macOS 16.01:

macOS 16.01 is not even an option, as of this reply. So, please provide a screenshot of this error.

Why Updates Are Required for Apps:

Your device does not have the hardware required for this app. It is the way the app is coded by its Developer. It's the same ordeal as when not being able to upgrade the iOS version.
