Shortcut not sync with iCloud after accidentally deleted shortcuts data on iCloud.

I try to use shortcut on Apple Watch ultra, but it not work because syncing between shortcut and iCloud is broken.

The popup above continue appear on screen every time I enter to shortcut app on I phone (also on Mac).

My system -> IOS 17.0.3, WatchOS 10.0.1, MacOS Sonoma 14.00
