I'm trying to download app on daughter's phone. Is says ask permission I click that but it never sends the request to my phone to approve. Heeeelp.. also I have galaxy s22 ultra but I created an apple id and thought I put daughter on family share with her own child apple id. What am I doing wrong

Put succinctly there is little to nothing you can do to manage Family Sharing accounts and services frm a non-Apple devices. You would have to approve from her Apple device. See Approve what kids buy with Ask to Buy - Apple Support
