Connection between ipad and mac not working

Trying to connect a new ipad ios 16.4.1 to Mac High Sierra 10.13.6. When I connect the devices itunes asks to download a software update - which I do. Then I get a message 'can't install due to network problem'. Have tried a different network (mobile) with the same result. Could anybody offer some suggestions please.

I've tried all of the solutions I can find online - non work.

Let's use the steps below to boot your Mac into safe mode to see if that behavior persists from there:


1. Turn on or restart your Mac, then immediately press and hold the Shift key as your Mac starts up.
2. Release the key when you see the login window, then log in to your Mac. 
3. You might be asked to log in again. On either the first or second login window, you should see ”Safe Boot” in the upper-right corner of the window. If you can't start up in safe mode, make sure that your Mac isn't using a firmware password.

It can take a few extra minutes to boot into safe mode. Your screen may flash or flicker while in safe mode. Those behaviors are expected. Testing in safe mode runs a check on your disk, removes some cached files, and can help isolate conflicts with startup items. Once you've tested that behavior in safe mode, you can restart to leave safe mode.


Additionally, does that also continue while connected to another dedicated Wi-Fi network, as opposed to a mobile hotspot?

Thank you for your reply Chuckbl. I'll try your suggestion and get back to you. I haven't tried another dedicated Wi-Fi network, but I can try. I'm not sure if the itunes patch will work for Ios 16 as I can't find any info. The Mac must be "seeing" the Ipad to instigate the download - but it always fails, in Photos as well. I've turned off all firewalls and anti virus to no avail. I updated Itunes from the Apple servers without any problem.
