Iphone locked out for eternity

Iphone apple ID and recovery device not available. Went to cell phone store 3 times. Apple store 3 times. Online Apple recovery form submission 2 times. Submitted original invoice and all requested data as well as Verizon page showing the device ID with my name as active for that phone. Summarily rejected twice. Must be automated. About all that is left is small claims? This constitutes a taking of my device. Had to buy another phone because is taking so long. Guess my 86 year old mother pushed to many buttons too many times and now no phone
