Overcharging different currency

I use an app that charges in USD I live in a euro zone. I keep getting grossly overcharged.. to top up my app I buy coins. if I buy coins for 59.99USD I’m charged 59.99EURO when it should be 47.00EURO.. how do I fix this and get my overcharges refunded
