Apple ID Hacked

My daughter’s Apple ID was hacked, while she was in class. They succeeded in not only changing her password -but also the recovery phone number associated with her account. We have been told multiple times to try to recover with the phone number (which isn’t recognized). She created a new ID -but cannot log out of her devices. (Because you need your password to log out!!). Then we’re told she has to reset her iphone, MacBook, & iPad.

Help!!

And don’t you dare send me the link to follow steps on “What to do if you think your Apple ID has been compromised” We cannot complete the steps to recover it.
