Cannot find Agree or Accept button on Apple Business Update for 24 October 2023

This has nothing to do with scrolling to the bottom of the page or restarting the Mac. The email from Apple for Apple Business Manager users stated:

"On October 24th, 2023, Apple will post updated agreements to Apple Business Manager. Once posted, your organization won’t be able to enroll devices or deploy new apps until an administrator signs in to Apple Business Manager and accepts the following agreements: 

• Apple Business Manager Agreement
• macOS Software License Agreement"

I am an administrator and have logged in to Apple Business Manager but there is nowhere to accept the agreements shown above (which are just PDFs for us to read beforehand).

Thanks for reaching out to Apple Support Communities. We'll be happy to help with this issue. First, make sure you're scrolled all the way to the bottom of the page. That can often times be the reason you can't complete the request and move on. If that's not it, restart your Mac and try again.

Hi, after accepting that terms and conditions today, we noticed issues on ABM, with ADE (DEP). All devices are failing now Automated Device Enrolment on Intune. Cannot complete, enrolment stuck on Company Portal, blocking access to all apps. Everything worked like a charm max two days ago...
