I can’t delete the application, it just doesn’t want to be deleted, what should I do?

It's not clear precisely what is happening when you indicate "it just doesn’t want to be deleted". One possible situation could be that you are not completing the steps from Remove apps from iPhone as outlined.
There may also be Screen Time restrictions in place to prevent changes to the apps on the device.
If installed using a different Apple ID, you would need the user name and password for that account to complete any updates.
If a configuration profile is installed that prevents removal of that app, the only way forward would be to remove said profile if allowed via the steps in Install or remove configuration profiles on iPhone.
If you continue to experience problems, providing specific details such as what you've tried, complete depictions of the results of those steps, how the app was installed, etc may help future replies to your post.

Some default apps can't be deleted. Since you didn't tell us which app it is, we assume it is one of those. If you need to update an app, you can do that following How to manually update apps on your Apple device - Apple Support
