Don't know what to add.... since I installed Ventura every time I restart the computer all the programs I've personally added to the dock disappear and all the programs I removed from the dock reappear.

Try deleting com.apple.dock.plist from your user Library/Preferences/ folder.
You will have to log out and back in or just enter this in Terminal:
killall Dock
Or, you can open Activity Monitor and Quit the Dock process.
You'll have to rebuild the Dock to your desires.

May it be suggested to update Ventura to the current 13.6.1 Ventura and then test if the issues persists
