I am ordering a new MacBook Pro, but I still have USB-3 devices I want to use. Can I use an adapter and plug a powered USB-3 hub into one of the USB-C ports on the Mac so I can run those older devices?

Presumably, you mean a USB-A device. Apple makes an adapter cable where the USB-C end plugs into the new Mac and the other end accepts the larger USB-A connector. If you had an existing USB-A hub, then you would connect it to the Apple cable.

I had been using a USB-A 3.2 Gen2 bus-powered hub and just replaced it with a five-port USB-C 3.2 Gen 2 hub from StarTech. It is bus-powered, but has a provision where the first USB-C port can receive 100W from an external USB-C power supply, and it will distribute 85W to the remaining ports. My 5th port has a XAOSUN USB-C to USB-A 3.2 Gen 2 adaptor for the occasional USB-A connections I need.
