My supposedly new phone doesn’t seem to be able to connect with my JBL speaker through Bluetooth. It can’t find it.

The single biggest reason a Bluetooth device isn't seen by a new iPhone is it has NOT been put in pairing mode to be seen per the manufacturers directions. If it's not in pairing mode, your iPhone simply won't see it to connect to it. Have you put it in pairing mode?

If you can't connect a Bluetooth accessory to your iPhone or iPad - Apple Support

Troubleshooting iPhone Bluetooth:
A. Verify Compatibility:
Looking at the organ packaging, verify that it is compatible with your iPhone and iOS.
B. Use this Link: Set Up and Use Bluetooth Accessories on iPhone - Apple Support
C. Reset All Network Settings to Default:
Example of items that will be reset: (Wi-Fi Passwords, VPN Connections, etc)
Make sure you speakers on and is disconnected to all devices. If you bought this from a used, please contact the seller and make sure that it is pairing mode 🙂

Is this the iPhone XR that you mention in your profile?
The XR was discontinued more than 2 years ago, so it is unlikely that your phone is "new". If it is, it has been sitting in a warehouse for 2+ years.
