i see icloud on my iphone, but when i follow the instructions to go to 'turn on icloud drive' i do not see the logo and also from "files" I cannot activate it.
on icloud.com I do see icloud drive
I have tried logging out of icloud, restarting phone and logging in again. to no avail
Anything I can do about this one?

I have the same problem. iCloud Drive is not available in the list of app's that can use iCloud so it cannot be turned on. The instructions referred to below are the standard instructions and do not cover the scenario where iCloud Drive is not in the list.
I use iCloud Drive on all my other devices and my previous phone too.
