iphone software is up to date but apple watch app states update iphone software. Trying to update from watch shows unable to check updates error. restarting watch and phone, unpairing and pairing, resetting wifi had no impact.

Well, there is your problem.
Your iPhone is too old to use iOS 17. iOS 17 requires an iPhone XS or newer.
The current watchOS version (10.X) requires iOS 17 or later on your iPhone.
No IOS 16.7.2 but it indicates IOS is up to date.
