How do I get a white background on my IPAD?
I settings, my only choice is DARK and LIGHT. Both still give me the black look..

Ensure that you have not selected Automatic - as otherwise your iPad will switch between Light and Dark modes at sunrise/sunset:
Settings > Display & Brightness > [Appearance] Automatic - set to OFF
