Apps did not sync with new iPhone 14 Pro transfer please help
Set up new iPhone 14 Pro everything came over from iCloud except ALL my apps- too many to manually add them back… please help

It’s not clear what this means. I will assume this means you had created an iCloud backup of your previous iPhone and everything was properly restored to your new iPhone from that backup except your apps.
Application code is not stored on a backup. Instead, it is re-downloaded from the App Store onto your new device. That means outdated apps (no longer in the App Store) are gone forever. For the rest, they get downloaded when your iPhone is on Wi-Fi (no VPN, no Hotspot, no anti-virus) or a properly provisioned 5G cellular signal with a well charged battery and not much other activity. Once code is downloaded, the app data, if any, will be properly restored from your iCloud backup.
