also port and battery are still good and when iPad was connected to a pc it was recognized but still wouldn’t charge. I’m stumped.

I am having this same problem. My iPad Pro 3rd generation was working just fine until I updated to iOS 17.2. All the apps still work, but it will not charge. I have done a hard reset multiple times and cleaned out the connector space (although it was fine) just to make sure. I tried multiple Apple chargers, but none of them worked, but they all worked fine for other devices. Something seems to be going on with older iPad Pros and iOS 17 with regard to charging. Hopefully, Apple will release an update that fixes this soon as all our older iPad Pros cannot currently be charged/used.

While, I am happy for you, this shows that you simply have a damaged USB port on your iPad. The issue here is not about a damaged USB port but rather about a software update and iPadOS 17.1.1 which causes iPads to stop charging. What we have experienced is that an iPad running iPadOS 17.1.1 when drying the battery down to zero will basically be bricked. It will refuse to charge from USB or from the 3 dots at the back for the keyboard. This is what has happened to me however I had AppleCare and Apple replaced my iPad and now I am back in business with a brand new 2 year old 11 inch pro model. However, many people in this thread are finding that they have a bricked device which is out of warranty and not on AppleCare and therefore only good for electronic recycling. You are therefore not on scope of this thread!

Update on my iPad Pro 5th Gen. stopped charging but will charge with a power bank. I tried all combinations and another person mentioned this worked for them. Thank you! So I can charge it but it’s not reading my photo card reader. This iPad is in perfect condition and literally stopped charging one day. One time I got it to charge with another item that was charging out of the same block so I thought maybe it’s an issue with amps but no, it didn’t work the next day. But it did react every time I plugged something else I. The same block. I ordered a new iPad but returning it for now. Unfortunately I need it but I’m not buying one now when a new one is about to come out.

As far as I can tell noone has come up with a working solution. The new Ipads have so many extra functions which obviously need more powerful batteries, the older Apple products with worn batteries cannot cope. I am sure Apple could produce software to enable older ipads and iphones to work with weaker batteries. This means more Apple products destined for landfill.

Indeed, performance management can help to extend the life of batteries - by, for example, reducing CPU/GPU performance.

However, if applied, many consumers complain that device performance of their devices is being unfairly or unexpectedly "throttled" as their devices age - leading to accusations of planned obsolescence by the manufacturer, or worse.

While performance management might be good for you, potentially extending the time before a battery must be replaced, this same capability is someone else's major complaint.
