Web response Apple ID: Your request could not be completed at this time

I have been trying to establish a new Apple Account (ID) for my mother-in-law with no luck. If I try creating a new account via iTunes - iTunes just locks up. If I try via the web (Firefox fails, been using Edge) at appleid.apple.com all I get is "Your request could not be completed at this time," Your account cannot be created at this time." So when or how can I create an account.

I'm back to give the answer because I didn't find it ANYWHERE.


You have to call support and have them greenlight your email address. She said it was a common issue for Gmail accounts and calling is the only solution.


Here's the customer service number I called:

800-275-2273


I got through to someone quickly and she added my email address then hung out until everything was completed. But it went smoothly after she permissioned my email address.

Most of the "solutions" in that article are not solutions, they are workarounds. They are not addressing the actual issue causing the message. I suspect that unless Apple's servers are down (and I provided a way to check that) then the main reason for the message is somebody has omitted some information, or is doing some other invalid activity such as trying to enter an address in a different country.

Yes, there could be various other reasons, such as using a VPN, which changes your IP travelers will relate to this which also interfere with the network. Apple is smart in detecting such activity, but actually, most of the non techies are not able to make an account because of small issues like entering a password with their first name or also omitted information, as you said, which are also some of the reasons they can’t make an account. Furthermore, mostly the people who bought old Apple devices also encounter this issue as the previous owner didn’t spare a single slot for ID creation, as Apple allows only 3 accounts per year. And I think the guide has all sorts of advice and workarounds which I think will help those who have issues in creating an account, as I had, and got mine created using the iCloud one.

New iPad. Create Apple ID with gmail address (proton mail address did not work) and my iphone number. Works for 1 (one) day. Next day I try to log in. "Apple ID not active" Tried: reset password (no go) then re-activate Apple ID. Wait for one day for email from Apple: "Your request has been denied." Tried to reset iPad but could not log in so no go. Tried another obscure Apple website to remove "authentication block". Had to send in photo of receipt to show purchase of iPad. Sent in photo of receipt. Went to Apple Store: explain to 2 different techs who can do nothing. Apple store tells me to call Apple Support. I call Apple Support: explain to another tech who requests to share iPhone screen. I allow and try everything again. Apple Support says they can do nothing. I now have bricked iPad with "Apple ID not active". I return iPad to where I bought it 3 days ago and abandon the dream of giving my sister an iPad for entertainment, information and facetime with family. She has no Apple devices in her future.

I really can't understand why I always get this issue, independentally on which computer or platform. I can't believe either it is an Apple server problem.

Could there be a problem with my hotmail address or another personal data?

I have this message when trying to create a new account as well. Why doesn't the error message actually tell you what is wrong like so many other websites? Why does it have to be so cryptic? It's a waste of time for their customers. As an admin, everything I do with Apple is a struggle. I need things to work or to be user-friendly and intuitive. Let ME fix it and move on! The message does not direct me to the issue nor help me in any way. Make the website better.
