Web response Apple ID: Your request could not be completed at this time

I have been trying to establish a new Apple Account (ID) for my mother-in-law with no luck. If I try creating a new account via iTunes - iTunes just locks up. If I try via the web (Firefox fails, been using Edge) at appleid.apple.com all I get is "Your request could not be completed at this time," Your account cannot be created at this time." So when or how can I create an account.

I'm back to give the answer because I didn't find it ANYWHERE.


You have to call support and have them greenlight your email address. She said it was a common issue for Gmail accounts and calling is the only solution.


Here's the customer service number I called:

800-275-2273


I got through to someone quickly and she added my email address then hung out until everything was completed. But it went smoothly after she permissioned my email address.

Check if Apple's servers are working: Apple - Support - System Status


Check what you are doing is valid and has all the information required. Sometimes an "at this time" message doesn't really mean something isn't working now but might be later; it instead can mean there is some other issue with the validity of the action (e.g., missing information) you are trying to perform and once you take care of that issue then it can do it. Check Apple's documentation about the action you are trying to do and if you still have problems contact official Apple Support:


Click here --> Choose your country or region - Official Apple Support Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

I went through all sorts of options with Support to jump through Apple's hoops. It all boils down to forcing the terms to appear so you can agree to them (multiple terms about the Apple ID, payment options, etc). I had a terrible time getting it all authenticated and verified for Podcast Connect and iTunes Connect for podcast needs. So here is my suggestion to those who can do it, specifically using a Mac.


Initially, after filling out the information on the appleid.apple.com site to set up and new Apple ID initially, I was oriented by support to get into Apple Music or the App Store on a Mac or iDevice in order to accept the terms. That is not as easy as it seems since my devices were already logged into via my personal Apple ID. These devices are centrally organized, so logging out of one service isn't so easy without logging out of everything.


So my "fix" that finally made it all go through and bring up all the terms to accept was to CREATE A NEW USER PROFILE ON MY MAC and then sign in with the new Apple ID, which forced the terms to come up and payment method to be confirmed and after that all flowed smoothly with iCloud, Podcast Connect and iTunes Connect.


Hopefully, this helps others in my situation. I had gone through 4 days of unsuccessful attempts and multiple support chats/calls/emails.

chrism_31 - I think you are experiencing what I did. Try my explanation in this thread about creating an entire new user profile on your Mac and use the new Apple ID you are attempting to create/verify for this new user profile. My experience was that it forced all the terms to come up and then be accepted, which seems to be blocking the progress on this issue.
