Hello, I was asking about some underlines appearing under symbols or punctuation. It's relatively new as it was not there a couple weeks ago, so I don't know how to remove it. The image shows what I mean. It's a hassle having to correct the words or things I am typing because of the underline and the change it causes if I don't fix it or pay attention when I am typing. Thank you.

Verify Full keyboard Access did not get turned on...or other Accessibility feature

Remove ipa unicode, restart, and see if problem goes away
that keyboard uses your problem characters as deadkeys (hence the line beneath) to make ipa characters. You probably have it active by mistake, perhaps by hittig the globe key or some other shortcut

and where does this happen, a certain app or all apps when you type?

To trouble shoot further you can:
—A SafeBoot Use safe mode on your Mac - Apple Support will sort many anomalies
Does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, third party system modifications and system accelerations are disabled.
Login and test. Reboot as normal and test. Caches get rebuilt automatically.
This test will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.

This will tell you if it a universal issue or isolated to your user/admin account.
unplug all third party peripherals when testing
Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

I have not messed with any setting that I know of. I just checked the keyboard settings and it is still happening.
Here is a screenshot.
Please go to system settings > keyboard > text input > edit and tell us what you have on the list of input sources.
