Transferring data from broken phone

My old phone's screen is broken so the touch screen doesn't work so I cannot get into it to access icloud or to do the quick setup or get any verification codes. How do I transfer my data to a new phone? My old phone is an iphone 11 and what I am trying to transfer the data to is an iphone 12.
