How can I get access to my iCloud on my new device?

Do you want to access iCloud or do you want to access your Apps?
Apps are not stored in iCloud.
If you setup your new iPhone from a backup of the old one, or used the Quick Transfer option, all your apps should have been set to download from the App store and placed in the same place and order you had them in the old iPhone.
iCloud data can be accessed through any of the Apps that store data in iCloud, like Notes, Contacts, Calendar, Email and Photos (if you have iCloud Photos turned on)
