My iPhone 13 pro max went white screen dead after updating iOS 17. I bought this from a Middle East country 1.5 years ago and warranty period is over. I have found out some details on the internet about manufacture fault of displays of 13 pro and 13 pro max and yet the apple inc didn’t recall the phone. Is this an uncommon hardware defect or any ideas about why the apple doesn’t recalling the defected phones?

Try Swiping-Down from the top-right corner of your screen. See if that rids of this window. If not, I'd say the iPhone is stuck in a boot loop(because it was updating), or is simply frozen.
