A lot of iCloud synchronization is based on Apple ID – which means that if you want to use iCloud to synchronize photos, notes, etc. between your iPad and your Mac, they'll need to be on the same Apple ID.

If you don't need that synchronization, they can be on separate Apple IDs.

I would recommend using the same Apple ID on all your personal devices, unless you have good reason not to do so.

I think it's OK, and you can use same payment method as different Apple ID, though you should use different password.
