Mac mini won’t accept Appleid Password

I’m having a problem I have never encountered before, and cannot explain or correct. I bought a refurbished Mac Mini and, in setting the machine up, have found it will not accept my Appleid Password. I’ve read online where this has happened, and the recommendation is to change the password with the machine you’re trying to install it on. I did that. Through this new Mac I followed the prompts to reset my Appleid. It took the change, backed me out, and told me to login again. And the same problem popped up: it doesn’t recognize the Apple ID Password. So - I have to change the password on all my Mac devices, and still can’t this machine to work correct. I erased the machine and re-installed the OS to factory spec. Then upgraded again to Sonoma. Same problem. It will not accept my Apple ID Password. Everything else on the machine seems to work generally, although I’ve noticed a Bluetooth mouse or two that won’t connect. Other devices do. Given all the steps I’ve gone through I’m at a loss as to what to do next. And I could use some advice. Because obviously without access to my Apple ID I can’t get the apps out of the store that I’ve already purchased. This is 6-Core i7 with 64gb of RAM. It doesn’t list a year, but I assume it’s 2018. Shows Macmini8,1 in the model identifier.

Thank you. And you're right; it wasn't properly set for resale. It took a LONG time to figure this out, and Apple Support missed it too. But I have the answer: the device I bought, from Other World Computing, was clearly sold first in the UK. Everything on the machine wanted to default to English UK. And I thought I'd caught all the places where that may have been true. But I noticed on the top of the keyboard the UK designation. Once I changed it to US the Apple ID Password worked correctly. You'd think an Apple ID is an Apple ID anywhere in the world. But apparently it is not. Your region needs to be set correctly to access your account.
