Why can't I share Contacts between 2 AppleID accounts?
Not begin able to do that is the main reason many people share 1 AppleID.
And Apple keeps trying to get people to stop sharing 1 AppleID, so just make it so we can share Contacts already!

Re the suggestion to put contacts in a gmail account and share them from there, I only trust Apple with my Contacts info: there's no way I'm going to put my Contacts with gmail.
Share a third Apple ID, used (shared) solely for contacts.
That third Apple ID does not need to be part of Family Sharing.
Configure the third Apple ID as a CardDAV contacts server in Apple Contacts app.

Contacts are not included in Family Sharing but you can use Airdrop to copy them one by one to another user. See: How to use AirDrop on your iPhone or iPad - Apple Support

As for contacts, use a gmail account or a third Apple ID, and place and access your shared contacts from there.
Suggest it to Apple using my feedback link. Although they say they may get feedback from posts here, I suspect that's only to check if there's some major issue with many users.

I don't want to copy them, I want the Contacts database to be synchronized so that changes (additions/modifications/deletions) will be seen by both AppleID accounts.
