Loading Black Screen Stuck on Desktop

Hey Guys,

Does anyone know how to get rid of it, I've tried looking everywhere or a solution but I can't seem to find anything. The problem is I can't get rid of this black window, I can't click on it or action anything to do with it. If I hover the mouse over the rectangle it's stuck on the loading wheel.

I've also tried seeing if it was the voice over and zoom utility but it's not that.
