My iPhone has just been updated and now has the Journal app. My iPad has also been updated to 17.2 but I don’t see the Journal app. I have tried using the iPhone version but I would much rather use the iPad and a keyboard to make notes about my day than the iPhone

Please PLEASE add the journal app to iPadOS! I’ve been searching for something like it to use with iPad mini, replacing my physical/analog notebook. I purchased the mini specifically for this purpose and the third party apps are all lacking for one reason or another. JOURNAL is perfect and the security features are better than third party.
If you would like to provide feedback to Apple to suggest this be added you should go here Product Feedback - Apple.
These are user forums for people like yourself to come and assist each other with issues that may be something that can be taken care of without having to work with Customer Service or to wait to bring your device in for repair. Apple does not monitor or read anything in this area and will get the information of what you are looking for in the feedback link.

Honestly, right now it's really rudimentary. There are much more capable third party options availble. That's not to say it won't bet better but, if you want to keep a journal now, you can better.

They may always seem to be one step behind what you (singular) want. But, I really don't think you can speak for all users.

Yes, almost all of the third party apps are better. Day One even lets you access Apple's journaling prompts.

Meanwhile, there are hundreds of journal apps available that work on the iPad and most of them are better than Apple's app. Or, you could just use Notes. Journals don't require anything special. For the first 20 years of my journal-keeping life, I used artist's sketchbooks. They were cheap, relatively durable and had good quality paper.

PLEASE provide us with an iPad version of Journal! I have recently discovered that writing is so good for my mental health! I start with ideas/chapter titles and it is hard to type my heart out on a small iPhone screen. Much appreciated!
i completely agree. I have been an inconsistent journaler since the app came out a and its because I hate typing on my phone screen. Id be much more consistent with it if I could use my pencil and/or magic keyboard on the ipad.

What's stopping you? Apple's app is far from the only (and, in my opinion, far from the best) journal app out there. You can even just use Notes.
You will need to ask Apple about their plans - we are just other users with no special insider knowledge - sorry.
Will there be a journal app on the iPad as there is now on the iPhone?
