I did not see it with WatchOS 9 or before, but since WatchOS10.2 which reintroduced the Swipe to change faces, the time always displays first as 10:09:31 before setting the correct time one second later. Why is it so ? Is it only me ? Is there a setting to change ? It is really inconvenient.

I have submitted feedback asking them to put it back to as it was before. Perhaps if enough of us do it, it will change ?
Is it worth responding to say that? Many people do have this issue and it means you have a $400+ watch that tells the wrong time every time you look at it.
I did my research it’s not a bug. Maybe it switched over faster in previous iOS’s.
GET A LIFE PEOPLE if this disturbs you for fraction of a second!
People are complaining that when they switch watch faces for a split second it shows the time 9:10 before showing the correct time. I did my research and this is not a bug.
It's a series 8. Possible the bug is limited to that model. It only happens on certain watch faces.

But that's analog. People were very specific about it being digital. But regardless, I can't reproduce with Infograph either.

For avoidance of doubt, this is not what I am referring to. I don’t consider this a bug. My issue is this happens when raising your wrist too.
definitely not, raising wrist shows correct time immediately.

To clarify, this is not a bug. People are reporting one specific problem. This isn't it.
It’s definitely intentional. The analog watch faces have a smooth adjustment from 10:09 to whatever the current time is. Making it do that would have to be intentional.
That's not the point. The question is not about 10:10:30 or 10:09:31. It is about having the watch display a totally wrong hour each time you swipe.
Once you set the face, it shows the correct time. The 10:09, as indicated multiple times, is a placeholder. This is not a bug
