I've recently got a used phone from a family member she'd bought it brand new then locked it forgetting her password information I need help

She must unlock it as follows:

And:

If you forgot your Apple ID password - Apple Support

She will have to remember her password, or reset it→If you forgot your Apple ID password - Apple Support. There is no other way to bypass Activation Lock.
