Starting yesterday, the “top shelf” row on the Apple TV home screen no longer shows content. It usually shows a running list of what I’ve been watching. It’s pretty key functionality for me.
I’ve toggled the setting to change the top shelf to recommended content and back. Recommended content works but up next no longer does.
all I see is the gray Apple TV logo.

Logged out and in again, restarted, checked all settings, tv software is up to date. Issue is still ongoing. Has anyone found a resolution or reason for this issue yet?

Try looking in the Apple tv App - swipe left to bring up up the side panel and go to Apple TV plus
I somehow got logged out of Apple TV+. Once I signed in again, it all showed up.
I have this too ... only on 2 ATV (HD versions), 2 4K ATV's are fine. All with the same user profile.
Also I have a third party app Channels DVR which also has the same issue / behaviour.
