Our cell phones are packaged and ready to be sent. Do we contact Fedex or does Apple?

You have a shipping label underneath the label to you on the box Apple sent you. You peel off the top label, pack the phones and take them yourself to a Fedex store. Make sure you get a receipt from Fedex and if you haven't closed the package, take photos of the phone from all sides and angles.
