Keyboard keeps typing special characters

I’m stuck on the login page on my MacBook and it’s typing special characters like œ’¥ (q, e, y) and I can’t seem to change it. I don’t have accessibility shortcuts enabled in the settings for the login page so I can’t use the on screen keyboard.

MacBook Pro 16″, macOS 14.1

It really does sound like the option key is stuck. Try an external keyboard (doesn't have to be from Apple).

To be clear: the laptop is in good condition with the option keys clean and unstuck along with the other keys. All of the letters seem to be converting to special characters and it seems to be a core system function because special characters seem to occur on the system recovery page. I have restarted the device several times (nothing happened) and I’m trying a bunch of command combinations. I’m new to Mac so it might have been a dummy mistake, please let me know.

Currently 9:53am est 12/27/23, the laptop works with the external apple keyboard. But now I’m stuck on the Apple ID login page in the recovery page because when I submit the user and pass it asks for the password used on the laptop before getting erased and the keyboards are typing special characters again. I have no idea why. It was normal on Apple ID login but not the laptop password.
