I’m stuck on the login page on my MacBook and it’s typing special characters like œ’¥ (q, e, y) and I can’t seem to change it. I don’t have accessibility shortcuts enabled in the settings for the login page so I can’t use the on screen keyboard.

I am having this issue too. I connected an external keyboard then logged in, disconnected it to see if it was a problem with my laptop's keyboard but once logged in everything works fine. Once I restart the computer it begins with symbols again until I log in. Its definitely a software issue

Try to start up in Safe mode, then normal boot could solve your issue.

After everything, it has been concluded that the left option key seems to be damaged, it doesn't look damaged but its constantly being pressed. So basically, the left option key is damaged and that's that. Thanks to all who helped.
I went to an Apple Store and used Apple care to fix this issue.
To be clear: the laptop is in good condition with the option keys clean and unstuck along with the other keys. All of the letters seem to be converting to special characters and it seems to be a core system function because special characters seem to occur on the system recovery page. I have restarted the device several times (nothing happened) and I’m trying a bunch of command combinations. I’m new to Mac so it might have been a dummy mistake, please let me know.
Currently 9:53am est 12/27/23, the laptop works with the external apple keyboard. But now I’m stuck on the Apple ID login page in the recovery page because when I submit the user and pass it asks for the password used on the laptop before getting erased and the keyboards are typing special characters again. I have no idea why. It was normal on Apple ID login but not the laptop password.
It’s weird because when I press and hold the option key, it doesn’t type at all, but when I don’t press, those keys work, I just need to find a keyboard that connects to the Mac.
So since I recently purchased this MacBook, I decided to erase the computer via the recovery page but I didn’t realize that this issue with the keyboard would persist and now only 4 keys work e, u, i, n, and they do the following: ‘ “ ^ ~
so I’m assuming that there’s a command to fix this issue but I don’t know what it is.
