iCloud for Windows won't upload videos downloaded from iCloud for Windows

In trying to troubleshoot an issue uploading videos in iCloud for Windows, I came up with a simple test, but it is failing and I don't understand why. Hoping someone can enlighten me.


Test:

  1. Open the iCloud Photos folder in Windows File Explorer
  2. Find a short video, shot on my iPhone 14 Pro yesterday (IMG_0674.MOV)
  3. Confirm that the video plays in Windows successfully
  4. Copy/paste the video back into the same folder (new file: IMG_0674 - Copy.MOV)
  5. Confirm that the new video plays in Windows successfully


Expected behavior: New file is uploaded and available from Photos on my iPhone and on iCloud.com

Actual behavior: iCloud for Windows will not upload the file, errors in the iCloud Photos log file


The video file I'm testing with is 4k / 30fps, using HEVC


Windows 11

iCloud for Windows - v14.2.122.0

Options enabled:

  • Download in High-Efficiency Format
  • Download HDR Videos


In the iCloudPhotos log file, I see this...which makes no sense to me, since it definitely is a supported codec

Wow, ok. Got in touch with Apple Support person who talked to his supervisor and insisted it is due to a problem with the laptop hardware and I would have to contact the hardware manufacturer. To me, this seems like a bug in iCloud for Windows, but he insisted it wasn't. Then he promptly hung up on me. No request for log files, no other information, that was it.


Again...facts:

  • Example video was shot on an iPhone 14 Pro
  • On Windows 11 w/ iCloud for Windows 14.2.122.0, all videos download and play on Windows just fine
  • Re-uploading the exact same video by dropping it back into Windows File Explorer (Windows 11 --> iCloud) with no changes results in iCloud error log:


WP::FSEventHandling::IsSupportedFileForUpload Video files encoded with unsupported codec - excluding: C:\Users\**\iCloudPhotos\Photos\IMG_0674 - Copy.MOV


And the file doesn't upload to iCloud.

Same with every other video I've tried, whether shot on iPhone or not. Regardless of size (anywhere from 20 MB - 60 MB)


Also -- I can drop the video file into iCloud Drive for Windows and it DOES sync correctly. Then from there, I can go into Files on my iPhone and "Save Video", which then syncs into iCloud Photos successfully....but only if done on my iPhone.


Can't see how this is a hardware issue. Makes no sense to me.
