It sounds like you have Screen Time restrictions turned on. Go to Settings > Screen Time > Content & Privacy Restrictions > Account Changes. Make sure this switch is on. If you had a passcode set up for Screen Time, then you will need to enter that before you can make that change.

Post the screenshot at Settings > Screen Time > Content & Privacy Restrictions > Account Changes. This should be set to "Allow".
If it is set to "Don't Allow" then you will see it greyed out when you attempt to sign out of your Apple ID. Another time it will be greyed out is if you have MDM (Mobile Device Management) software installed for a school or work environment that will prevent you from signing out of the Apple ID.
If your Apple ID shows " Sign-out is not available due to restriction.", then there are some reasons that can cause this.
Please check if your device is under these conditions.
If is the screen time issue, to turn off Screen Time on your iPhone, you can follow these steps:

If is the Apple ID account issue, all you can do is find a way to remove your Apple ID account from a family group by talking to the organizer(your parent) or removing it from the device.
If is an MDM issue, all you can do is talk to the company, the family, or the school to remove the MDM or remove it yourself.

So, same thing with the addition of couldn't sign out of my i cloud account. Fixes we used. 1) update to latest IOS; 2) Turned on Allow of the content and privacy restrictions under screen time; 3) Go to Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before. #3 was the trick! It took out the erroneous APPLE ID which I've never seen before that lead to a password that I had no idea. After forgot password, it lead to a trusted phone number that was nonexistent. If your Apple ID is greyed out, post a screenshot of this page at Settings > Screen Time > Content & Privacy Restrictions. You may need to enter the Screen Time passcode and make sure to include the section that shows Account Changes.
Also review Settings > General > VPN & Device Management, and make sure there are no profiles installed there.

I was able to get this to work by turning off restrictions AND removing the screen time PIN code.
I had the same issue. Only thing you have to do is turn off the four digit passcode you created in screen privacy.

Sorry but not enough information has been provided. Review this post and detail what has not worked and the messages you are seeing. Provide screenshots if necessary.
If you are on cellular, make sure in the “Mobile Data” option you have set “Settings” to green. So the “Setting” can use mobile data. For Settings to work, the phones needs to use mobile data. I have not tried this while on a WiFi network but you can try while on It.
