Я не могу изменить свою платежную карту и регион проживания

My Apple Id is registered to an email address with the Ukraine region, and a Ukrainian bank card is linked to this email address with the Ukraine region. This card is no longer there, it was lost and there is zero money in the account. I need to change the region and card for payment, since I have run out of space in the cloud storage, I want to buy iCloud+ but I can’t because the phone does not allow me to delete the old card (reminder: this card no longer exists) and does not allow me to add a new method payment
