Apple TV 4K factory reset does not delete all the data from previous user

I just bought a used Apple TV (A1842) and have done a full reset (system update + reset), twice. Still the apps from the previous user is showing and when clicked asks me for his pwd. Only workaround I have found is to reinstall the apps, after which they will be associated with me. But it's tedious to do this for all of them. Even more concerning is that a user who does a full factory reset should be able to trust that their Apple ID and private mail address will not to be disclosed to future users like this. It seems to be a pretty serious privacy issue (by my concern is rather how to get rid of all traces of the previous user).

Actions: Did do full factory reset, twice. Restarted TV also, including pulling the cord. Latest OS 17.2 (21K365) installed. Still, can't get rid of installed apps. My own Apple ID is entered everywhere it can be verified by me. What do I do?

A true device reset would have wiped everything but the system software, including all non-preloaded apps.

Reset or restore your Apple TV to its factory settings - Apple Support

Settings﹥System﹥Reset﹥Reset (confirm)

After a reset, you should be guided through a setup “as new”, no traces of previous use.

Not sure why that didn’t work for you.

Restarting, unpowering wouldn’t affect what software and settings are present.

It might work different (have restrictions) if the device still has an ‘enterprise’ device profile from MDM deployment. If this unit had a corporate or education history, then the previous owner should remove that profile.
