Shift+F5 shortut key not working.

I have a new MacMini and the keyboard shortcuts are not working. This may be a Photoshop problem but don't see a fix there so thought it might be a keyboard issue, not sure which. When I try to use Shift + F5 or Shift + F6 in Photoshop, nothing happens. Any ideas? Thanks in advance.

Please provide macOS version / mac mini model.
