Messaging to Android lost after iOS, MacOS updates

Most iOS updates to my iPhone 12 Pro (iOS 17.3) and 2022 M2 MB Air (Sonoma 14.3) wipe out the ability to send texts through iMessage to Android phones.

Is there an ongoing investigation into why this occurs?

MacBook Pro 13″, macOS 10.13
