Can I trade in my iPhone at an Apple Store and I get instant trade in credit on a new iPhone or do I need to buy a new iPhone first and then send in my old phone to receive a valuation?

Yes, you can do that at an Apple Store.
I suggest that you make an appointment (*) in advance, so that you can check also if your new preferred device (in terms of model, capacity, color) is in stock.
