Screen time limit - “block at end of limit” not working

I have “block at end of limit” enabled to block YouTube after 10 minutes (see pic) but my child is still averaging 50 minutes a day (sometimes even more). In the YouTube app, a warning pops up, but all they have to do is select “dismiss.”

Apple - this has been going on for far too long and it NEEDS a simple fix that doesn’t require experimentation with logging out of a bunch of different accounts and resetting devices.

When and how is this going to be fixed? This is a products liability issue.
