That is correct you can't pair two Apple devices together via bluetooth, you can only do so when you're tethering.

Direct Bluetooth pairing is not and has never been supported, nor is it required for almost anything involving Bluetooth between an iPhone and an iPad.

If any feature requires Bluetooth, it will go through Bluetooth, just that pairing is not necessary.
