Unable to delete apps on child's phone

I am unable to delete any apps from my child's phone. I have confirmed that Deleting Apps permissions is set to "allow", under Settings>Screen Time>Content & Privacy Restrictions>iTunes & App Store Purchases. I have signed him out of his apple id, done a hard reset of the phone, removed him from my Family and I still don't have an option to delete an app. I also do not have an option to delete the app by going to Settings>General>iPhone Storage and opening the app there. Please help!
