That is what happens for me. I only get the reminder if I've been sitting at my workstation for hours on end, and do not move more than my fingers on the keyboard.
But if I get up and walk around a bit, I do not get a reminder. Or if I wave my arm around (actually swing it on the chair arm rest) for 30-60 complete back and forth cycles, it will satisfy the stand requirement, and not trigger at 10 minutes before the next hour.
After getting my first Apple Watch, I was confused about what it took to meet my stand goal, so I did a lot of experimentation (the danger of having an college degree in engineering), and after awhile it became obvious that Apple Watch accelerator just wanted to see 30-60 arm swings.
Also over time, I've seen reports from professional chefs, and knitters both complaining. The Chefs because they did not get their stand goals, and the knitters because they did, and had huge step counts that they know they did not earn. All of this contributed to my understanding of the Apple Watch stand goal and what it takes to hit your goal each hour.
