I bought an Apple Watch 9 in the US today and the blood oxygen is not enabled which is one of the reasons I bought it. When I return to the uk on Friday will this not work as they did not advise this in the store today.

No it will not. You would need to purchase one outside of the US to have the functionality. You can return it to the store you purchased from. The ban was widely reported and reinstated on January 18 for new series 9 and Ultra 2 purchases in the US.

Very unlikely. Watches know what country they were manufactured for, otherwise, they could be taken to Canada or Mexico, update the software, have the band feature enabled, then return to the U.S. with the band feature enabled.
