I can't update my billing information on Apple Pay

I have been trying to fix my billing info for the past hour and nothing has worked, ive removed all cards, all subscriptions and ive added a new card but even the new card is getting declined and whenever it is apple tries to charge me 9.99 for something. Im beyond frustrated and need help. When i try to re-add my old payment method since its my main card it keeps declining it as well still doing the 9.99 thing. I cant update or download anything till this is fixed and ive been struggling so please help!
