accessory not supported popup is stuck on my screen, keeping me from using anything on my screen. I am not even able to restart my phone or get rid of the popup. how do I get rid of it?

Predicting the future, especially with very limited information, is very risky. We have no idea about your scenario, what accessory is in question, etc.
You asked how to shut down your iPhone. Siri should accomplish that.
it requires me to enter my passcode in order to fulfill the command, which I am unable to do because I can't use anything on my screen. my phone charger was the accessory; it worked perfectly fine and all of a sudden the popup showed and I cannot get it off.
